Minister of Environment and Forestry of Indonesia in June,2018 issued a Ministerial Regulation Number P.20 / MENLHK / SETJEN / KUM.1 / 6/2018, Concerning Types of Protected Plants and Animals. Two months later, the regulation was replaced by the PERMEN P.92 / MENLHK / SETJEN / KUM.1 / 8/2018. Issuance of the replacement through a controversial process. because of the 5 species of birds lost their protection. Bird conservation activists condemned the government’s attitude which was allegedly complied with the wishes of the breeders and bird trader to exclude five bird species from the protected list.
The five birds are White-rumped shama (Copsychus malabaricus), Asian Pied Starling (Gracupica contra), Straw-headed bulbul (Pycnonotus zeylanicus) Little Shrike-thrush (Colluricincla megarhyncha) and Sangihe Shrike-thrush / Angihe Whistler (Colluricincla sanghirensis). Although the controversial, the last regulation finally applies and becomes a reference for law enforcement of plant and animal protection including birds. Of the 1,777 species of birds in Indonesia, 557 species have finally been protected.
Of the 557 protected bird species, 5 of Flores Island’s endemic birds are listed. These birds namely; Flores Crow (Corvus florensis), Flores Serindit (Loriculus flosculus), Perkici Flores (Trichoglossus weberi), Celepuk Flores (Otus alfredi) and Flavor of Flores (Symposiachrus sacerdotum). Whereas 19 species of predators including the Flores Eagle, as all species of Eagle and Fawn in Indonesia, are definitely protected. See Table;
